1. Commit that bumps Kotlin to 2.3.0-RC, requires removal of some explicit casts due to improvements in smart casting and -Werror
2. Enables compiler plugin for lets-plot module, some of the properties had to be explicitly set to have AnyFrame return to suppress "Exposed local type" problem
3. Probably due to version bump SVG in some plots is very slightly different, in 10th digit after floating point.. Not sure if on other PC result will be the same, so i can drop these changes if needed
4. New category of examples that use compiler plugin properties for all 60 examples
