Question/concern: is the background image freely licensed?

The license:

Trouble is, this isn't actually a license, it's just an attribution clause. That would be enough if it is CC-BY but I can't find anything that actually states what the license is, only the very vague "free" tag.

I don't think that's enough in order to redistribute it as CC-BY, since there could be a bunch of extra restrictions that make it non-open source compliant.

Normally most of my mods had textures that I made, I forgot to delete that line, by the way, on Freepik they only asked me to give attribution to the author and a link to the original image.
