[BUG] Token IDs Showing As 0 #1772

Describe the bug
Sometimes Token IDs show as "0" for some players.
To Reproduce
I have not been able to reproduce. It only happened for some players, not all. Furthermore, one player did something that fixed it for one group of enemies, but had the same issue the next time they ran into a group. This was with an imported campaign, and the accounts with issues had just been created and were in no other campaigns, but I don't know if that was related.
