Add tests for 'coco_eval' and 'coco_utils'

`coco_eval` and `coco_utils` have been borrowed from [torchvision-references](https://github.com/pytorch/vision/tree/master/references/detection) and have to decide whether this project is responsible for testing the same. If decided to maintain, those utils need to be tested thoroughly.
