BUG: Metrics not populating in overview if gateway api provider is not installed with OSSM

Describe the bug
With Gateway API being in openshfit clusters by default from 4.19 onwards and OSSM not being required to be installed separately, our naming convention, which assumes -istio suffix for metrics (based on naming conventions in OSSM) no longer works.

The expected behaviour is that the Gateways - Traffic Analysis: total requests, successful requests, error rate and error codes should populate correctly. Currently, they are empty

I have installed Gateway API without OSSM, OpenShift default and RHCL 1.3.
I can find the metrics with the following PromQL during test:
rate(istio_request_duration_milliseconds_count{source_workload="example-gateway-openshift-default",response_code!="200"}[2m])
No data in the OpenShift Console under Connectivity Link: Overview/Gateways - Traffic Analysis
