Update upstream docs with latest observability configuration

• Update docs for the changes in regards to the CRD (e.g kuadrant-operator
• Update the guide for enabling tracing with the new changes.
• Add section about control plane tracing.

Can we try adding some docs on envoy, possibly structured logging and getting Envoy's x-request-id logged as part of "the native Envoy logs".
