Add an option to "ignore" item base when price checking, so we can use it on new bases whenever new ones get added

Hey! Every time new bases get added, there's a few days where we can't use this when pricechecking them - which makes sense, you need to add them and that's fine

But if you added a Toggle where price checking ignores item base, and just checks for item category + affixes, you wouldn't have to worry about this too much on league start. For example, if I am price checking a Wand, most builds don't care about the base at all, and there's 2 (maybe more? not sure) new bases this league. So I think it would be cool if we could Price Check the item and it just checks for a Wand with the selected affixes, not specifically for a Dueling Wand which is new.
