Billing Not Triggering on App Install

However, when I install the app on a development store, the billing screen does not appear after OAuth — the app goes directly to the main app page without showing the charge confirmation.

Here’s what I’ve already confirmed:

SHOPIFY_BILLING_ENABLED=true

The plan has test=1, on_install=1, price=5.00

The store is a development store

No grandfathered or freemium flags set

App is not public (still in development)

Could you please confirm:

• Is the billing screen expected to show on development stores with test plans?
  

• Are there recent changes in Shopify’s behavior around billing for unpublished apps?
  

• Is there any limitation that would prevent billing from triggering during app install in this setup?
