Feature: ARM64 Build #437

On an Arm64 Windows laptop (e.g. Surface Laptop 7), I would need to install the x64 .NET Runtime and run the HASS.Agent in emulation mode.
Describe the solution you'd like
It would be great to have an ARM64 compiled native build that will run with only the ARM64 .NET Runtime installed, without needing to emulate X64 execution.
I'd be happy to test with my laptop, if that's helpful.
