OCIDE: allow viewing data in thread local storage

data in thead local storage isn't available to the debugger. add debug info and support.

I'm just going to cache ide/debugger improvement suggestions here

here are several more:

when a pointer is involved which is verifiably in the code segment, look up the closest function/variable name.

display member pointer variables reasonably

when possible look up the actual type of a C++ class for pointer-to-class types in the xception table and allow it to be displayed.

allow the hint processing engine to figure out when a structure element is being used and display the element instead of using it as a variable name.
