Installer missing

Seen when inspecting LADSoft/OrangeC#1020 - the installer files are currently only in OrangeC repo.

Things to do:

• copy https://github.com/LADSoft/OrangeC/blob/ccc69663a9ce6860b6439e85aacf8ac0a5abea72/src/occ.iss here
• adjust as needed, possibly copy more from the same revision
• create a release that has a working OCIDE installer
