• #4a complete testing of the C++17 work

  we haven't had a release in a couple of years so I would like to do one, but, there is incomplete work in the current milestone. Most of that work has to do with testing, e.g. libcxx tests and testing various CMAKE projects that were referred in various issues. I'm going to move the testing issues into this milestone so I can perform the release.

• #7 IDE and debugger work

  This gets rid of OCIDE and replaces the database/debugging aspects with LSP or similar for compatibility with a variety of IDEs. We'll possibly pick an IDE (the simpler the better) for distribution with Orange C.

  rework libraries to have less assembly code and to support x64. rework linker to support 64-bit numbers. add downloader for 64 bit executables. Rework compiler to support x64 instructions. Rework ADL code generator to create compiler backends for x86 and x64
