Add error message to log file for failed projects

Currently, the log file does not contain a lot of information that is informative for the user.

Describe the solution you'd like
Classify each failed project based on the Cromwell log files and workflow metadata and write a message to the log file that lets the user know what went wrong and how the problem is being handled

We currently have 3 categories. "Other" means we don't know what went wrong, usually a bug we haven't seen before in a workflow. "Sample problem" is a problem with user input. "NMDC-EDGE issue" is a project that failed because of a problem with either Cromwell or the cluster and will be re-submitted. Here is my first attempt at messages for the user:

"Other"
There was a an unknown problem with running your workflow. We are working on figuring out what went wrong. If you don't hear from us, please feel to free to email us at nmdc-edge@lanl.gov. Once we figure out what what the source of the problem we will re-run your project if possible.

"Sample problem"
There is an issue with the input files you used for this project. A common mistake is it check to make sure that you select "No" if you are using paired fastq files. Your input can be either "paired" or "non-interleaved", which means there are one or more pairs of fastq files (often ending in "_1.fastq" and "_2.fastq"). If this is the case, select "No" for "Is interleaved or single-end?". The other possibility is that your input is "interleaved" or "single-end". In this case your input has one or more fastq files that have already been interleaved. Please feel free to email us at nmdc-edge.lanl.gov if you have any questions about your input files.

"There was an issue with NMDC-EDGE"
There was a problem running your workflow that was due to a issue on our end. We are re-running your workflow which should clear up the problem. Please email us at nmdc-edge.lanl.gov if you have any questions or it looks your workflows are still failing.
