Cmake options in root cmake file

We need to put cmake options in the root cmake file and configure behaviour there, such that we do not include directories from the root, for instance tests example benchmark and tools

I want to put all options in the root cmake file, now you can find them in different files here and there, and i think it is better see all options at once, for instance to configure whether or not to compile benchmark, i need to go into cmake file in the benchmark folder and look what is the name of the cmake variable to disable compilation of benchmarks
