HERMES frontend rewrite to use HOP archive

Scimma would like HERMES to become the frontend for their HOP archive. This means hitting their API to populate messages from the frontend, filter them, and get one to display. This means rewriting a bunch of the frontend to get messages from a different location and a different way. I would also like to update it to vue3 from vue2 and vuex from bootstrap-vue while at it to modernize it and get it more similar to our other latest frontends.

• Migrate from vue2 to vue3
• Migrate from bootstrap-vue to vuex
• Migrate to vite
• Migrate from vuex to pinia
• Rewrite QueryMessages.vue to use proxy service through hermes and scimma archive api
• Rewrite ViewMessage.vue to use proxy service through hermes and scimma archive api
• Update Submit Message section and accompanying components
• Update styling for entire page with new framework / components / dark theme
