switch to spack-0.22

• clean up the upgrade to spack-0.20.3 (in particular remove the no longer necessary superseded recipes) and generate the containers
• check that we are compatible with spack-0.22.1 spack-0.22.2 (the latest)
• make the switch in the resources (build scripts and dockerfiles, including switching to cmake-3.30)
• generate the containers

The cgal, cgns, gts and qwt superseded recipe were removed in PR #37 because they were no longer relevant in spack-0.20.3

The libxpm petsc omniorb superseded recipes were removed in PR #60

The switch in the resources to spack-0.22.2 was also done in the same PR.
