Switch code review from CodeRabbit to GitHub Copilot or Claude Code

Description

We currently use CodeRabbit for automated code reviews on PRs. Evaluate switching to GitHub Copilot Code Review or Claude Code for code review.

Motivation

• Consolidate AI tooling
• Potentially better integration with existing workflow
• Cost/value evaluation

Options to evaluate

1. GitHub Copilot Code Review — native GitHub integration, already part of Copilot subscription
2. Claude Code for Code Review — deeper understanding of codebase via CLAUDE.md context

Tasks

• Evaluate both options on a test PR
• Compare review quality, actionability, and false positive rate
• Remove CodeRabbit configuration (.coderabbit.yml) after migration
• Update CI/CD documentation
