Strict Typedefs for clusters

We want to push the CD developer to group as many channels as make sense, and put them into a strict type def cluster. Then when their CD scans through the bitfile they can sort it based on the filtered name AND the cluster's sub-control data types AND names. We can break this into logical groups and then into config, input, output groups for each.

I'm not sure I agree with this, but will keep it in mind as we implement to make sure that we address your concerns.
