[Build-Tools] - Add Dependencies

Add the option for project dependencies to config file.

ex
LINX uses a VI from LVH Toolbox. If LINX is synced and mass complied it messes with LVH Toolbox lvlib (which remains in vi.lib). When LINX is re hard linked some vis complain. The solution is to mass compile LVH toolbox then LVH LINX.

If the config file lets you specify a dependency the build tools can mass compile the dependencies and then then actual project.
