Improve contribution onboarding process

As suggested by the dataHaskell leadership, we should have an easy onboarding process for contributors. This includes:

• A document (CONTRIBUTING.md or similar) that explains how to develop against this repo. See the example from Cloud Haskell
• A tag for good first issues;
