Expected behavior:

1. Start Bitcoin Core, start seeing blocks in UI
2. Moments later, start Enforcer, start seeing blocks in UI

What I get now:

1. Start Bitcoin Core, start seeing blocks in UI
2. Moments later, start Enforcer
   and then it either

• Shuts down automatically immediately
• Runs, but doesn't show any blocks, and eventually fails
• Sometimes shows blocks and runs

Has a ton of the stdout messages, stops after some time

Hey guys just wanted to note that the enforcer is taking a somewhat long time to get to the point where it starts finding blocks, but without much feedback besides errors. Not sure if there's a way around this but sharing logs for prosperity's sake.

Note that on first start up it seems the retries happen every second or so, whereas on subsequent start ups it's every 3 seconds or so, unsure if this is intentional or not.
