Feature: List of Projects to submit to

Display a list of Projects and have an add project function

** Steps: **

1. Allow users to add repos
2. Checks if repo is .net and has opted in to hacktoberfest
3. Grab repos from submitted PRs and add those to the list if they're not already on it!

1. error handling
2. handler created to ensure projects are pulled in when a PR is added
3. api call to GitHub to see if project is in Hacktoberfest and has C# or F# code
