chores: update kona deps related reth rsp (#297)

* chore: bump reth to v1.9.3, rsp and sp1-cc to reth-1.9.3

- Update reth dependencies from v1.9.1 to v1.9.3
- Update RSP to rev 40bc9c93 (reth v1.9.3)
- Update SP1-CC to rev 7f7a1b4d (reth v1.9.3)

For Jovian support on Celo with kona v1.2.7 compatibility.
