HELP WANTED: Tool Translation

I would like it if we could translate the tool into any of the major languages.
Ones I am particularly seeking:

• Russian

• French

• Spanish

• German

• Chinese

I can do a version of Chinese (Simplified) for some basics. The application needs to be set up for localization beforehand though (preferably in a way that does not require launching Visual Studio).
