Proper management of the order of modifiers

Certain modifiers will behave differently depending on the order in which they're applied, so some kind of control should be available for that

With the way modifiable actions are handled (applyBefore, push ModifiedExecutionEffect on the stack, applyAfter) it is possible to manage this ordering issue through the careful use of applyBefore and applyAfter. Is this enough, or is a proper priority system needed?

If a choice is presented, this means a new action to order the modifiers. Since an order is already returned for modifiers that are selected, could it work if all modifiers (mustUse ones included) are put in the choices, with the restriction that those must be selected? Allowing the player to change the order if they wish

Now that modifiers are selected as groups because of prior checks, the order can be proposed as permutations. Maybe look into restoring the previous way of choosing modifiers and validating the choices, using one of the previously proposed methods
