Improve ActionIfExists by using enum.Flag

Like stated in #619 (comment) it will be useful the have the enum.Flag support to specifically set the behavior of the ActionIfExists.

I prefer to have an enum for all possibilities, as that is slightly easier to understand for the user. I thus suggest we close this.
