Release 3.7.0: update changelog & assets

Prepare project for v3.7.0: add full CHANGELOG for 3.7.0, bump app/package version strings, update Plugins submodule to new commit, and refresh public/dist/mix-manifest entries to reference 3.7.0 assets (including added font files). Also update package-lock to match the new version.
