ledger.monero.seedconv creates a different 25 word seed from ledger

I have a ledger and used a 12 word seed and password to test if the electrum seeds for monero were the same and they are not. Generating a monero wallet on ledger does not match the wallet generated using the github tools to extract the 25 words in the tool ledger.monero.seedconv.
In fact, the ledger wallet has a different monero address after restoring it with 12 seed + password.

Does the issue occur with a 24 word seed?
