`pip install` is broken on latest ubuntu-24.04 Github Actions Docker images

Our workflows are base on our own Docker images or GitHub Docker images ubuntu-latest.

GitHub released an new ubuntu-24.04 Docker image, slowly becoming the new ubuntu-latest. But this image breaks pip (ref here).

Either we wait for a GitHub fix on this, or we fix it in our pipelines (setup-python seems to work, or we could pin the versions to ubuntu-22.04).
