Add CI/CD to repository

This project should have CI/CD.

• Add Makefile
• Add pylint, black, etc.
• Add pre-commit hooks
• Add tox
• Configure github actions
• Enable semver and auto-tagging on PR to main
• Add auto-deploy to pypi on test success
