Limitations regarding Approval requests & notifications ?

Hi,

I've setup LibreBooking for a specific need with 2 main actors:

• my non-profit organization, which runs a community center
• the municipality, which owns the building

we use LibreBooking to share a common calendar, and I'm facing to caveats:
Both party can make a booking, and some of the bookings would need an approval from the other party

• users with any admin right cannot request approval from another user
  => I have to use a secondary account if I want a booking to go for approval

• only users with Application admin rights receive a mail notification when a booking requires an approval request
  => I have to give the municipality Application admin rights, which is too much considering their technical capability, just for them to receive email notifications

Do I have very special needs, or is anybody else interested in developing such features?
