fix: mps related tests (#21270)

* Update test parameters for model size precision in test_model_summary.py
* Remove DISABLE_MPS environment variable from CI workflows
* upd macos version
* Update macOS version in CI workflows to macos-14-xlarge
* disable mps back
* Empty commit
