config: Stop building icon packs & shapes

BP3A refactored ThemePicker so our additions are no longer visible in
the UI. Additionally, the icon packs barely apply to icons since the
compose rewrite in SystemUI. BP4A has added icon shape selection but
implemented differently than what we had previously.

Users that upgrade from 23.0 and had custom icons set won't be able to
unset them, so stop building them.

In the future, we could bring the missing icon shapes back but
reimplemented to show in the new picker UI.
