[12-10]: note overlaped detector

well when i try to change tlp to another file by using libresvip
there was error it was note overlap and i check there was no so i try delete each and test it in libresvip and when found it it was small to notice tbh and pain to do it if it was long ,so yeah i need a note overlapped detector so i can change my file smoothly
