Describe the Bug

Details:

Host PC keeps locked 60 FPS gameplay.
On client:
- Experiencing borked frame pacing and stuttering.
- gamescope overlay frame-time graph shows constant oscillation between 55 and 59 FPS.
- Moonlight overlay metric "Incoming frame rate from network" shows sub-60 FPS; visibly averaging ~57 FPS.
- Moonlight overlay metric "Frames dropped by your network connection" shows 0.00%.
- Moonlight overlay metric "Frames dropped due to network jitter" shows 0.00%.
- Sub-4K streams do not exhibit this issue.

Sustained/Locked 60 FPS stream; no stutters.

- Hardware Encoding (GPU HEVC).

Stream Test:
- 4K.
- 60 FPS.
- 80 Mbps.

Also tested VCEEncC 4K transcoding (VCEEncC64.exe --codec hevc --preset [slow/fast] --audio-copy -i "4K-src-h264.mkv" -o "4K-dest-h265.mkv"), while gaming; results:

slow: 88.96 fps.
fast: 108.69 fps.
host keeps a locked 4K 60 FPS in-game.

Also tested ReLive 4K gameplay recording; results:

~ 2 min 4K 60FPS video captured successfully.
host keeps a locked 4K 60 FPS in-game.

Just tested fixing 4K resolution based on this nugget: LizardByte/Sunshine@809d7f9

Can confirm it completely fixes the weird ~57 FPS average stutter.

I initially thought it was some kind of VCN overload, but I tested transcoding+gaming and recording+gaming without problems, so not sure where to go from here.

Is there any other kind of info I could capture and share in this discussion thread to maybe help pinpoint what could be the issue?

Windows 10 latest cumulative patch.
GPU latest drivers.

Using Spider-Man Remastered at 4K Max Settings with RayTracing enabled, I tried checking GPU/VCE usage in Task Manager.

Results:

Game (4K maxed with RT) + VCEEncC (fast preset):
- GPU: 99%-100% usage.
- VCE: 99%-100% usage.
Game (4K maxed with RT) + VCEEncC (slow preset):
- GPU: 99%-100% usage.
- VCE: 99%-100% usage.
Game (4K maxed with RT) + Sunshine:
- GPU: 99%-100% usage.
- VCE: 70%-80% usage.

I have the same issue. Ryzen 5900x, rx 6800xt, 32 ram.
Could you check Cyberpunk 4k ultra without RT, in this game I sometimes can see drops to ~40fps (Bitrate 85, game and translation in 4K). Spiderman remastered I have the same results ~57 FPS. My client is Macbook m1 pro .

I get the same results no matter what I'm streaming; at 4K, stuttering FPS, averaging ~57 FPS.

Based on my experience and that of @proilyxa, there seems to be some kind of underutilization of the VCE component, but only when using Sunshine; VCEEncC tests show full VCE component utilization; would this behavior be considered a bug?
