Sunshine gamepad not recognized by steam input but is recognized by the OS

Moonlight Guest : Steam Deck running latest beta build

Ok so where I'm at is so very close to perfect. HEVC works, Mouse and keyboard work. and Gamepad works in non-steam games. I can see the gamepad in Plasma settings and see it's response when I press buttons there. I can play my GOG copy of control through lutris. But I can't play any games in steam. Steam input doesn't detect the gamepad and as a result none of the games I play in steam see the controller. I've tried with steam input disabled for all controller types and enabled for all types but it won't pick up. I've scoured the internet trying to find someone else in this position and haven't found anyone so I don't know why I've done wrong.
