Add possibility to add soft requirements per app

Some app has requirements for HID device, some for ping or others.

Allow to add such requirements per app.
Together with Moonlight - if they follow it - It is may possible to inform user that their current setting does not fit the preferred requirements. Either because they did not connect a suitable HID device, the ping is not good enough or other cases.

I would prefer it as a simply information on Moonlight that say what's wrong but do not block a connection.
