updates Melinda: edited FCC link in popup to use longitude and latitude of address on FCC page

During Meeting:

• went over webscraper code and found that allconnect changed their li tag we are using, pushed new code to github.
• discussed new case of when the dictionary doesn't find any rates (bad address, user machine is too slow, etc.)

Further steps:

• melinda update JS code with message telling user that we have found no rates, when the dictionary is empty.
• possibly make webscraper public or fork it
