Ive made an IR file for a sony cd player which is not available here. How can i publish it?

By means of a pull request. You fork the project and make the changes in your version. When finished you create a pull request and the maintainer will merge it when they look at it. Try to read some information on what the github workflow looks like.

lookup "How To Pull Request in 3 Minutes" Video by "KeepOnCoding". You'll also need GIT installed with PATH Extensions enabled during installer setup and you'll also need VS-Code for the IDE. Hope this helps. :)
