Will an iPhone 4 with an iCloud account on it go into activation lock before or after performing a downgrade from iOS 7.1.2 to iOS 6?

I wanted to perform a downgrade to iOS 6 on an iPhone 4, but it still has iCloud on it and it'll just go into activation lock if I'd try to restore it with Finder. I'm not sure how the downgrade process really works so I'm wondering if the iCloud account would interrupt the downgrade process or if it's just gonna downgrade and then go into activation lock upon setting up.

after but you can unlock it with itunes or password if i remember, or if it even locks since icloud got funky on ios 6
