Optimize finding localization radii for MESMER-M #768

For MESMER-M we need to find the optimal localization radius for each month, meaning we do the optimization 12 times. I found that the localization radius is generally rather similar between months (see below for what I got for calibrating on one member of ssp585 IPCL-C6MA-LR, original resolution). There I just get two different radii for 12 months. When I use 16 members of 4 scenarios, I get three different ones, also consecutive (4000, 4250 and 4500 km).

Maybe we can use this to our advantage but it could be quite some work in the code. Something for the future.
