Timestamp Vital signs /triage

I was wondering if I could get some help on this: Lets consider stay_id = 30126034. We can see that the intime was at 15:27:00. In the vitalsigns table the exact same timestamp is given for the first measurements. I find this a bit confusing, as I would assume that triage must have been performed before this. As there is not timestamp available in triage we rely on intime. But when did the triage actually happen? I mean we could say +1 second after the intime but that would contradict with the fact that vital signs were already taken.

Or am I misinterpreting the intime?
