Merge branch 'atmosphere/add_brtemp_cldmask' into hotfix-v8.2.2 (PR #1232)

This merge adds two fields, brtemp and cldmask, to the atmosphere core's
Registry.xml file. Although these fields are not used by stand-alone
MPAS-Atmosphere, they are required by MPAS-JEDI. These two fields are
associated with the jedi_da package and are therefore allocated only if
config_jedi_da = true in the &assimilation namelist group.
