feat: Enhance Watchtower configuration and setup

- Added a scope parameter to the Watchtower configuration in m4b-config.json.
- Introduced a new setup function for Watchtower in fn_setupApps.py to manage auto-update settings.
- Updated user-config.json template to include Watchtower settings, allowing users to enable or disable it.
- Modified generator.py to conditionally include Watchtower service based on user configuration.
- Enhanced environment variable generation to include Watchtower scope.
