Add configuration for password complexity

We are hitting an issue where in rare cases the function app generates a password that does not meet local password complexity requirements. 

This could be omitted if a configuration option is added that forces complexity rules (e.g. x chars of different type like numeric, symbol, lower and upper case) need to be present in password.
