Password rotation is not allowed

We have implemented the latest version of cloud LAPS that allows password rotation in case machine is re-enrolled in Intune. However, the intended functionality is not there - machines that are re-installed between the password sync days, are not generating Cloud LAPS password and the script is failing with warning "Password rotation is not allowed".

1.2 has been broken for months now, the zip file with the function scripts doesn't get deployed for some reason.
