IntuneWinAppUtil.exe exits with error -532462766 (ARM)

I set up my new arm laptop with some trepidation, but everything surprisingly works.

but I can no longer create any intunewin files.IntuneWinAppUtil.exe exits with error -532462766 (ARM)
So it could be due to arm. My desktop still works with the same files.

I realize now that this is more of a problem with the content prep tool than this project.
