Remove handcuffs guides; clean whitelist doc

Delete docs/msk_handcuffs/guides/index.md and remove the msk_core download 'danger' notice from docs/msk_whitelist/index.md. Cleans up outdated documentation and trims a redundant requirement callout from the whitelist README.
