Replace scripts banner and remove obsolete images

Update static/img/msk_scripts_banner.png with a new binary version and remove several unused/old image assets (static/img/discord_ticketbot_banner_2.png, static/img/discord_ticketbot_banner_2_logo.png, static/img/msk_handcuffs.png, static/img/msk_vehiclekeys.png). Cleanup of static assets to update branding and remove deprecated files.
