Maybe there’s an issue with your wget.
Could you try these two commands and send the results?

wget --spider -q -T 10 -t 1 "http://ca.us.mirror.archlinuxarm.org/os/ArchLinuxARM-aarch64-latest.tar.gz"

and

chroot-distro env

I had the same issue.
But when I checked, I wasn't even able to ping to google. DNS resolution was successful, ping wasn't.

I remembered that I was using a static IP (192.168.0.101) on a subnet (albeit with /16) different from my router's (192.168.1.1).
Changing my mobile's IP to 192.168.1.65 allowed me to ping and also to download.
My download is still running as I write, so I can't comment if things worked after that...
